Use Excel notes, not Excel comments
Enter the footnote text in an Excel note (the yellow area), not in an Excel comment. For the difference between the two, see this Microsoft article. - You can use the same footnote text for more than one cell. This makes one footnote with more than one reference. Make sure that each note text is the same.

If you want more than one footnote on the same table cell, use the fn: prefix to separate the footnote texts.
